Bobby, there are two reasons why that doesn't make sense:

1) People don't have X-ray vision, and therefore do not see the dollar amount in advance, and
2) People would rather have $30,000 than $0, unless they're in the IRS's doghouse (and sometimes even then).

Granted, some of these were solvable, but they were certainly not thrown.
