Maybe it's because I've been watching a lot of them on teh intarwebz lately, but I'm curious what you all think. "Toughest" can refer to the material regularly used on the show, or the ability to win a regular episode. Up to you.
Let me know if there's one I'm forgetting. Maybe there's a non-British international quiz show I don't know about that's even harder than anything listed here. I don't know.

I'd add 1000 Heartbeats to the list because some of the questions on the show are a bit tricky and the goal is to try to keep the heart rate low in order to win the grand prize.

Only Connect is close, but either Eggheads or The Link get my vote. Honestly, I'll make a case for Super Millionaire to be up there as well; spinoff as it is, nobody ever completed more than 80% of its full game. What other show can say that? Don't give me that Play for a Billion nonsense, please; a random number picking is a 180 of pure trivia skill.

Honestly, I'll make a case for Super Millionaire to be up there as well; spinoff as it is, nobody ever completed more than 80% of its full game. That's apples to oranges though. The shows I've listed in the poll have had several years' worth of shows. Super Millionaire got...what, 10 episodes? Given enough time I'm sure someone could've beaten it. Besides, nobody's managed to fully beat 1000 Heartbeats yet. (Didn't even think of that one, GameShow75. Nice.)

I would have to say Jeopardy in any era is the toughest because the material changes from show to show. You never know what you will be asked and you've got to be a genius to get on and even then you could still be stumped, depending on the category and what you know about it.

Changing material can apply to any quiz show. What makes Jeopardy! hard is that you normally receive no hints to the correct response, you need to remember to phrase as a question, you may need to take risks before even reading the "answer", and you've got competition that can steal your opportunities.

I wouldn't say you don't get ANY hints to the correct response. All those quotation mark categories are evidence of that--sometimes even the first letter can be a BIG hint.

In fact, many clues on Jeopardy are written so that they hide some sort of hint leading you to the right answer. Both Bob Harris and Ken Jennings have noted in their respective books that this hint usually comes toward the end.
By the way, I voted for The Chase, seeing as how some of the questions are esoteric "you-know-it-or-you-don't" types and you're racing against the clock to get as many right as you can.

Crap, and here I was, thinking very few people knew that...oh well. It always helps me with Jeopardy! and Millionaire to a lesser degree, given I read really quickly, I can read through multiple times by the time Alex or Dan is done for just that purpose.

Come to think of it...there should be a note for Panel Quiz Attack 25 here. It doesn't seem like a very hard game to play, but to capture all 25 boxes on the board is no easy feat. 2000+ episodes over 40 years and it's only been done 13 times.
Though then I think we're crossing over into "which is the hardest game show to play PERFECTLY," which is another thread.

I voted for Only Connect, especially the later shows of each season. My brother and I have tried playing along, and it's hard. I gotta hand it to the contestants, though -- I can pause the video and try to reason it out, but the studio players are under a time limit! Modern Millionaire (US) hasn't given said prize in a decade outside a forced tournament giveaway. Not really forced, since the "Tournament of Ten" (which wasn't even really a tournament) only offered the chance of a payout, assuming anybody bothered to try to answer their $1,000,000 question. The big problem was that the players were risking what they'd "already won" -- give a wrong answer, and it's back down to $25,000 for you, meaning it was better to not qualify. I suspect the "you're still risking, heh heh" thing scared off most of the players, including some who had won $50,000 (then only one step above the $25K), since only one person of the ten actually tried to pull the trigger. (Funny thing is, most of those who walked would've given the right answer, meaning that if there was no risk involved things would've actually been more interesting.)

You know, upon further reflection, I think I have to vote for Only Connect as well. At least with the other shows I can get at least three questions right!

im not saying you should make it an option but the puzzles on the Bob Clayton's version of Concentration got pretty ridiculous

This is a toughie...but I'll go with "The Chair". Sure, if you know the answers to the questions you might want to answer right away...but, this is where you get thrown your curve ball: You have to keep your heart rate under control before you can answer. You redline anytime (i.e. go over your heart rate), you lose money and you can't answer until you get it down. Of course, in addition to Steven Benjamin winning the full $250K and Kris Mackerer winning $224,600; there was Dean Sheffron, the first to reach the final question, but he couldn't get his heart rate under control, and redlined away a lot of money...$132,200; in fact.
"Cash Cab": I would put this in the middle. It's not that easy, but it's not that tough, either. The way they write those questions can help you answer them (you use the clues in the first part to help you get the correct answer when the second part comes).
"Winning Lines": Like I always say...if you're a math whiz, you can ace this show, because the questions are, what else, basic math (despite people saying that math was their worst subject in school...yes, I hear it almost all the time).
"2 Minute Drill": The reason I'd call it tough, is because of its name--2 minutes to answer questions, none of which are multiple choice (and the time limit explains why they don't use multiple choice questions; not only that, the contestants there are indeed sports whizzes).

I still think the Clock format was a bad idea, if you ask me. Remember the one contestant who bombed her first question? She answered *too quickly*, and it was all due to the--you guessed it--dreaded clock. (15 seconds in Level 1, 30 in Level 2, 45 in Level 3; last question has 45 + whatever you banked from the first 14 questions)
And before anyone asks, yes, I am aware that the original Millionaire online game and all the CD-Rom games are timed as well (30 seconds to answer *each* question; but at least 30 for each question gives you time to *read it before you answer!*)
