Any help is appreciated.
1) If no one solves the $2,000 toss-up, who starts round 1?
2) If no one solves the $3,000 toss-up, who starts round 4?
3) If there's a tie at the end of the final spin round, how is a winner determined?
4) When you're a contestant on the show, are you given an official rule book? If so, I'd love to see this!

1) The red player, regardless of whoever won the $1,000 Toss-Up.
2) Whoever started Round 1.
3) A tiebreaker Toss-Up is played between the tied players solely for the right to go to the Bonus Round. It has happened twice so far in the Toss-Up era.
4) After you're committed to a tape date, you get shipped a huge packet of information including the game rules. I'm pretty sure contestants aren't allowed to share it and have to return it at the studio. They do get to keep the category list that comes with it, however.

Regardless, they do get mailed a ton of information to help them prepare for the taping, which does include the category list.

We didn't get too much time to read over the rules...the highlights were briefly covered. One rule that I vaguely remember that's not apparent when watching is that you can solve after spinning, without having to call a letter first (although really...what's the point in doing so?).

^I guess that's just a "cover your bases" rule the same as being able to solve on free play or being able to solve the puzzle in the final spin round without calling a letter first.

The packet they send you before taping is just the release affirming that you meet the eligibility rules and you will abide by the rules, etc. The official game rules are handed out during the briefing in the green room (which they ask you to give back after the briefing since they reuse them). Interesting parts were what the procedure was if a round had to be thrown out.

^ The most common things I've seen are a wrong letter being lit up (e.g., someone calls T and the D lights up instead), or Pat mishearing a wrong answer as correct. I've also seen mentions of a contestant accidentally calling a letter before spinning but the letter lighting up anyway, and a contestant accidentally being allowed to buy a vowel despite not having enough in their bank. chad1m mentioned a round where a contestant got the $1,000 Same Letter bonus on a flipped Mystery wedge even though they did not call the Same Letter, and it wasn't realized until a couple turns later.
