...How would you format it? I'm curious to hear how you all would like to see it work. I keep being told by followers of that other show's All-Star tourney that "a Wheel one wouldn't work", but I don't think that's true. If Harry wanted to, he could make it happen even if Wheel doesn't have day-to-day champs to build off of.
So how similar or different would you make one for Wheel?

If I were able to create an All Star Tournament for Wheel of Fortune, it would probably be a fan vote.
For example, the Wheel of Fortune crew could put up a list on the WOF website of people who have been on the show before (let's say 50 contestants), and the fans get to vote their top 15 for who they think should return to play again for an All-Star themed week. The top 15 contestants who receive the most votes overall get to return.
"All-Stars", in my book, would not necessarily be the best puzzle solvers, but also other factors, such as contestants who went viral for positive reasons, like Trent Girone, to contestants memorable for their humor and enthusiasm, like Brenda Gallagher.

I think the easiest way to do it by far is by doing a Friday Finals game, it's a proven, effective format and you could do it all in a week. 12 players is plenty and that on its own would be fun.
The way I would do it if you want a longer tournament is to do something similar, but to have 2 weeks of regular matches and then the top 9 players come back on the third week for 3 semifinal matches and then finish with the final 3 for the last couple of days. You could do two matches or an extended match. That last match should be bigger money than usual.
Third idea, could do it like Some of the Greats. That could mean having the contestants play for charity and/or having a returning champ throughout the week.
There's ideas that work, and we've seen them work on the show. I don't know how I would pick contestants, I'd leave that up to the show.

How would a Wheel of Fortune an All star Tournament work? I heard from some people there should be a Wheel of Fortune Tournament of Champions but they say the biggest winner may not be the best player after they got rid of the Friday Finals, but how wouldan All Star Tournament work?

I would format it like this: 18 Players are selected by fan vote, and are grouped based on their final totals after the Bonus Round (or by Main Game if they did not make it). The 6 lowest scoring players are placed in the Bronze Division, 6 middle players are placed in the Silver Division, and the Top 6 players are placed in the Gold Division. There are 10 games total, spanning the course of 2 weeks. The first 6 games are the Quarterfinals, spanning the entire first week and following Monday the second week. The winners from those games advance to the Semifinals, which happen Tuesday and Wednesday. The semifinal games will feature 1 contestant from each division, with the winners advancing to the Finals. The Thursday show is the "Wild Card" Game (pun intended). The 3 highest scoring players among non-winners in the Quarterfinals play this game, with the winner taking the 3rd position in the Final Game, happening Friday. The winner of the Finals play a Bonus Round for up to $1,000,000 with $100,000 as the minimum. As for layouts, I'd use these. (Kudos wheelgenius and MarioGS) ROUND 1: ROUND 2 ROUND 3: ROUND 4+ Assuming the layout won't change in the next few years, it'd look like this. Note the Million Dollar Wedge is not present, as it is the maximum top prize for the Finals.

Here's my format.
135 contestants. All play on Round 1. The 45 winners and the 9 non-winners with the highest totals advance to Round 2. The 18 winners advance to Round 3. The 6 winners advance to Round 4. The 2 winners play a final game against each other exclusively. The contestants will be chosen by Wheel, based on factors like good solves, fan favorite-ness, and highest totals. (This format is inspired by Jeopardy's Ultimate Tournament of Champions, with wild cards instead of the Nifty Nine)
All games will have a flat 7-round format, with a $2000 Toss-Up to determine who starts the first round, a $3000 Toss-Up to determine who starts the fourth round, and a $4000 Toss-Up to determine who starts the last round, which is always a Speed-Up. Wheel layouts resemble that of Wheel, but without the MDW, Gift Tag, 1/2 Car, or Prize wedges, and WC shows up in R4-6. There is no Prize Puzzle or Bonus Round.
The winner of the last match will play a Bonus Round using Leaf's rules. An idea would be to have the player offer to solve with RSTLNE to get double the prize they spin, but if they're wrong, they don't get to pick three-and-a-vowel.

^ That format would be a total of 72 games, which would be over 14 weeks. That's way too long. For a format like that, you would have to make it a primetime spin-off series or something.
Also, even without a Prize Puzzle trip copy taking up time, a seven-round format, even if you drop the $1,000 Toss-Up, would be really hard to fit into the little time the show has as it is.
I do think your idea of gambling to solve with only RSTLNE is interesting, though.

Kelly Vaught played WOF for eight days(was on Some of the Greats week in 1995 Mon-Fri, losing on the Friday show and winning $125K for his charity), more days IIRC than anyone in WOF history, so he should be invited back to a tourney if it ever came to pass and he is still alive.

Only one possibly in Kelly's range would have to be Judy Bongarzone, who I'd assume was a 4- or 5-day champion from 1975, then played in (and won) the 1976 All-Star Dream Machine tournament, so at least 7, possibly 8 days for her as well.
