Lose all of their money and tags picked up. There is a used board that shows letters already called. If they call a letter that has already been said, it should be like hitting a bankrupt

...or they should just lose their turn, because people are under pressure with the possibility to win thousands of dollars, and nerves can cloud their judgment.
Also, if we are getting to the logistics of that idea, how exactly would that work if a duplicate was called on the Free Play? "Sorry, you essentially hit the Bankrupt, but at least you get to spin again" or "Normally, we would take away your money, but since you landed on the one gimmick space, your nervousness will be ignored"? Or how about when people calling something that isn't a letter? I know that sounds stupid, but I've seen at least a couple episodes where onomatopoeia came out instead of a letter call. Should you penalize that? Or how about if a person called a duplicate instead of buying a vowel, and is held to that call and forced to spin, but lands on Lose a Turn? Does that one slip up warrant a Bankrupt?
I understand it is frustrating when people call a duplicate letter, and today's show had a pretty bad example. However, changing the rule would only produce more stress, which with the current state of the public's perception of Wheel of Fortune contestants isn't a good thing.

I don't know if calling a letter already called has happened during an Express spin.

Landing on the free play and calling a duplicate would still cause you to lose everything but the free play would remain in effect allowing you to spin again. And nerves have caused contestants to hit on the bankrupt space yet we don't demand that it be dropped. There is a used letter board and not adhering to it should cause a penalty worse than calling a wrong letter.

^How many contestants in a given season are really going to scheme to get on and play like Michael Larson and think, "Oh no, if my spin pattern keeps up, I'm going to hit a Bankrupt!" I'd argue potentially only one, since the show seems to hate when people aim for specific amounts. We don't demand the Bankrupt space to be dropped because that is part of what makes the game the Wheel of Fortune, not the wheel of strategy.
Your argument so far is "since the ULB exists which tells contestant what they shouldn't call, contestants should be penalized more for calling one of those letters." Although the ULB helps to give the contestant easier access to information, the odds of a contestant getting nervous and forgetting the ULB exists are greater than a contestant not being able to connect the "easy" word in an "obvious" puzzle. As such, since a game element is more likely to be forgotten on the spot, adding a severely greater penalty more likely will cause players to become even more nervous rather than relaxed, which as I have stated before, is hurting the public's perception of Wheel.
Again, I am not stating that a duplicate call shouldn't be penalized. I am simply arguing that the penalty in place is good enough.
