After any prize wedges not picked up started being carried over to the next round but before the layouts all used a single template, where were they in each round? (I know Round 1 didn't have any prize wedges on the wheel until well after the single-template format.)

That's a question I can certainly answer.
In normal circumstances, on the nighttime round 2 wheels used from the first syndicated episode in 1983 until the Big Month/Bonanza Cash started in the fall of 1987, there was only one spot worth $150. That's where the prize would sit, and it was only available in round two.
From the start of the Big Bonanza of Cash until sometime in 1989 (most likely the season 7 premiere), it was on the $150 space in round 2 just a couple spaces to the left of the Lose A Turn (the $150 space that would increase to $500 in 1991). Starting in 1989, it was placed on the other $150 space. However, just like before, it was only available in round 2. By 1992 perhaps, it was available for the rest of the game if it wasn't picked up. From 1987 to about 1991, if the round 3 wheel was also used for round 4, the prize would be placed on the sole $150 spot.
Also starting at the Big Bonanza of Cash, a second prize was offered in round 4. It would be placed on the $300 spot where the $3500 sat in round 3 (although template halves were changed between rounds 3 and 4).
By the time of the early 90s, other designated spots for a prize on the round four wheel at the time were the orange $200 a couple spaces to the right of the Bankrupt (where the Surprise wedge would normally sit when it premiered in 1992) and the blue $200 next to the Lose A Turn.
Also, when the Surprise wedge premiered in 1992, it would sit on the orange $200 three spaces to the left of the Lose A Turn.
