These parts are actually from a beta version of the game. The Wheel has Bankrupts; the final game does not. The game's audio files have some unused voice clips from the announcer indicating that Bankrupt was going to be part of the game, and that players could opt to solve before using all their spins, unlike in the final game where you have to take all the spins the game gives you.

My guess is that these were from an international market test, given the different monitor housing and the bankrupt wedge. Might be me, but that monitor housing does look smaller than the one in the final cabinet.
Raw Thrills is known to run undocumented game market tests before, notably with one Mario Party arcade game from Capcom they brought over from Japan and localized for a few local family entertainment centers (Coin-op industry term for "arcade").
