I would think it's safe to sat these Christmas in July eps are reruns of secert Santa eps aired with added Christmas in July graphics edits?

They have to be reruns because Google does not list any episodes for Season 38 beyond 6/11. The SPIN ID's will be new, but we don't know whether they'll add new graphics. One of the recent Emails had a promo from Pat and Vanna that was filmed at the same time as the original episodes, with the Christmas-themed graphics.
Potential winners may be in trouble on the final day, July 23. That's the day of the Summer Olympics opening ceremony, which likely means Wheel won't air on most NBC affiliates, and many of them probably won't prioritize the show for re-airings since they're repeats.
