The writers' strike only impact scripted television (sitcoms, talk shows, etc), they didn't shut down game shows. There were quite a few of game shows introduced or brought back in 2008 because of the strike then.

Some union writers do write for game shows, too. But as long as they write enough material ahead of time to tape enough shows through the strike, they're fine.
Wheel's AI bots "writer(s)" are most likely non-union, but even so, they're done taping for the season until July. Heck, there's a chance ABC might renew CWOF for Season 4 or order more episodes for Season 3 to fill space if other shows have to go on hiatus. CBS already delayed Let's Make a Deal Primetime to have the episodes ready in case the strike happens.
