Okay, I'm going to go a little spitball-ish route here...
Are there any tax implications for the SPIN ID winner that gets chosen? And how high is it? [Like say, for example, a SPIN ID from Florida gets chosen as the winner for someone winning the $10,000 Mystery Wedge]

Yes, it would be federally income taxable and probably state income taxable. WOF would be required to report it to the IRS on their end if it's over $600 and as such the winner would likely receive a 1099-MISC.
