The 2016 State of the Union address is scheduled to air live on all major networks at 9 PM Eastern/6 PM Pacific and end at 10:30 Eastern/7:30 Pacific (11/8 on NBC, apparently). Those who get Wheel at 7 PM Pacific will probably get preempted, as well as those in markets where the show airs on NBC at 7:30 Pacific, or any markets in the Mountain time zone that air Wheel at 7 or later (though I think all Mountain time zone markets air it at 6 or 6:30).
