You need to use an effect called "Noise" or "Grain" in Photoshop or a similar program such as Paint.NET or GIMP.

I'm well overdue making a video tutorial on how to do that on Powerpoint and Publisher 2003, but you can use those programs too using the "Set Transparent Color" too.

If you want the actual glitter effect, what I do is get sparkly cardstock and then print out the wedges that MarioGS had made. I trace the outline of the wedge onto the glitter cardstock and then cut it out. I carefully cut out the numbers from Mario's (or the respective author's) wedges, and hot glue them onto the sparkly wedge. Boom! All done. The only caveat is that the Big Money Wedges will not fit into a laminator, but that's okay because they last long if you take care of them.

^ Well, I do use the tool in Publisher in extreme cases such as having to make a wedge transparent or putting a gradient effect in a pixel-perfect position. In normal cirumstances, however, I use Powerpoint for the sparkly effects. I guess it's a little easier for me to do it there than on Publisher.

Powerpoint also works for scaling all your wedges to the appropriate sizes, depending on your wheel. Also, you can scale your tags and "liftables" and see how they look when placed over the wedges.
