Is the theme Texas or a specific Texas city like Houston or Dallas? Regardless you're on the right track. I'd go through the list of active categories and search the internet for possible puzzles or words within puzzles for each one. Wish I had done this before taping Houston Week back in 1998. Themed puzzles for my episode:

What is the exact name of the theme and when is it supposed to be airing?
The theme never affects every single puzzle and never the Bonus Round. It always affects the $1,000 Toss-Up, but usually not the $2,000 one. So chances are, the first two Toss-Ups on a Texas-themed episode will be something like "SQUARE DANCING" followed by "KEANU REEVES", so don't let that throw you off.
Expect at least one of the first two regular rounds to be themed, but not the Prize Puzzle. Just think the usual Prize Puzzle buzzwords for that (see the thread in Buying Your Time). Overall, probably about half the puzzles will be themed at best, but just remember that it almost never affects the $2,000 Toss-Up, Prize Puzzle, or Bonus Round.

And what does KEANU REEVES have to do with Texas? I was giving an example about how the $2,000 Toss-Up almost never has anything to do with theme as opposed to the $1,000 one, even on weeks where they often theme 90% of the puzzles as opposed to the ones that only theme like 25%.
